It only sees your public pages. Merchant Center's own settings (shipping services, return policy, business details) and your feed are covered in the paid Health Check.
While an account is suspended, Google says its products are "disabled from appearing across Google" (Google: Issues in Merchant Center). And after a limited number of review requests, Google starts a cool-down during which you can't ask again; each further unsuccessful review may make the next one longer (Google: warnings and account suspensions).
